Julien wrote the
2007 White Paper, which answered the question, "how can the
Veterans Traumatic Brain Injury Rehabilitation Act of 2007, the
Wounded Warrior Assistance Act of 2007, the Traumatic Brain
Injury Access to Options Act and the Traumatic Brain Injury Act
of 1996 help veterans with brain injury live meaningful lives."
He has pursued dramatic new partnerships with private industry,
including an international cutting-edge medical research firm
specializing in advanced clinical therapies for the treatment of
neurodegenerative disease and particularly Traumatic Brain
Injury.

He formed a long-range partnership with Johns Hopkins
University's Applied Physics Lab, which has spearheaded the work
of designing the diagnostic systems for understanding the
complexities of neurological disorders while refining the
therapies and applications for treating brain injuries.
Julien wrote the Veterans Community Reintegration Act of 2008 (VCRA)
and co-wrote the Senator Chambliss sponsored VCRA Earmark for
the 2008 National Defense Authorization Act appropriating
$600,000 for the VCRA community reintegration program and
$200,000 for a three-year Program Study.
His goal is to expand DoD initiatives on Resilience, Recovery,
and Reintegration through the Defense Centers of Excellence for
Psychological Health and Traumatic Brain Injury (DCoE) and to
build a "Recovery Center" for Iraq/Afghanistan veterans, with
lifetime access, so "these veterans always have a place to be
treated." Julien wants to lead the National Institute on
Disability and Rehabilitation Research ("America's Disabilty
Institute") to meet these goals.

Masters in Public Policy , Public Policy , 2003 — 2005
Wrote the Neurological Injury Protection Act of 2005 in the
109th Congress, which introduces a fidelity standard with regard
to the relationship between a guardian and a person who is
neurologically incapacitated. The Act provides a Clear and
Convincing Evidence standard for what is necessary to be a
guardian of people with neurological injury.
Julien argued that as Michael Harrington's 1962 classic expose'
of destitution amid affluence, 'The Other America' caused
Kennedy and Lyndon Johnson to initiate a war on poverty and
launch Kennedy's campaign for what became the Civil Rights Act
of 1964, Terry Schiavo and the Iraq War Veteran have put mental
health and neurological injury on the political agenda with the
same urgency Kennedy and Johnson initiated the war on poverty
and the broadening of Civil Rights.

Designed and wrote the grant for a three-year randomized
controlled 2X2 factorial study titled: “A Rehabilitation Model
of the conditions that contribute to the effective
implementation of full recovery, post TBI.” The Commonwealth
Neurotrauma Initiative Trust Fund grant would have resulted, not
only in a rehabilitative approach to brain injury, but in
appropriate public policy. Julien argued that it was his
community (early 1970's Fairfax County, Virginia), a reflection
of "the Great Society," that made it possible for him to fully
recovery. The one, frequently overlooked, condition for full
brain injury recovery is a loving community.

Developed the human "Piezoelectric Scarring Theory" through the
use of a series of experimental designs to measure the
piezoelectric value of collagen first introduced by two Japanese
scientists: Drs. Yasuda and Fukada. The result was an
explanation of why the human scarring process starts (a
disruption of the piezoelectric quotient of collagen in skin)
and why it stops (a reestablishing of the piezoelectric quotient
of collagen in skin). The theory is based on the piezoelectric
properties of collagen.
During his last semester, Julien organized and formed, with
Marco Montemezzi, PhD, the non-profit organization, The JMA
Foundation, Inc. to advocate for survivors of brain injury.
With the assistance of Dean Harnden, Julien filmed and produced
the documentary "An Insider's Perspective" using the footage
Dean Harnden took of Julien the day he left Fairfax Hospital in
1976 after a two week coma (GCS<4) and at three other periods
following his recovery over two years.
